Which of the following most accurately describes the problem?

EXPORTS in April of 9,949 commercial vehicles fell below a level maintained since September last year, and were 859 fewer than the total for April, 1957. Details appear in the accompanying table.

During April, 22,545 goods vehicles, road-haulage tractors and special-type vehicles were produced, together with 161 battery-electrics, and the total passenger-vehicle output was 691. Weekly average output was 5,849 of all types. making 23,397 for the month, which included the Easter holiday -period.

Of the goods vehicles, road-haulage tractors and special types, 12,463 were of under 15-cwt. capacity, 5,371 15 cwt.3 tons, 2,673 3-6 tons, and 2,038 over 6 tons. Of the passenger vehicles, 506 were single-deck and 176 double-deck motorbuses and 9 were trolleybuses.

In the four months ended April, 106,234 goods vehicles, road-haulage tractors and special-type vehicles were produced, made up of 56,452 vehicles of up to 15-cwt.
