• REP RESENTATIONS have continued to be made to the Road Haulage Executive for the widest possible grant of ordinary permits, so as to minimize the adverse effects of the Transport Act, says the annual report of the national council of the Road Haulage Association.

Questions relating to permits have been taken up since the General Election. The R.H,E. was asked to agree that permits expiring after the date of the Election should be automatically renewed, so as not to prejudice the operators concerned until the Government was able to determine its plans.

It appeared that this request was largely being followed by the Executive and that such permits were being renewed on a month-to-month basis. Since the beginning of the year, however. there had been a stiffening in the R.H.E.'s attitude and many ordinary permits had not been continued where the Executive's vehicles were available to -undertake the work.

Questions of sub-contracting between the R.H.E. and members, and consultation before alterations in rates, were discussed at . a meeting of the liaison conference on September 27, 1951, when a measure of agreement was obtained.

"Encroachment by the Road Haulage Executive into traffics left open to independent carriers is a matter upon which the Association remains vigilant, and questions have been raised at liaison meetings on the activities of the Special Traffics Division, with particular reference to the carriage of abnormal loads, This, and all other aspeets of the Unfair competition which the TransPort Act allows the Road Haulage Executive to exercise, are constantly watched in our members' interests." it is stated.
