"I was quite alone and this was the first timeI had had to apply for a licence ", he told Mr. Muir, adding that he had had no intention of misleading anybody.
Mr: Muir: "But you had sold three of. these vehicles in 1959 and one in .1958: Surely the One thing you must have known was that they were not owned by you. In answering question 8 on the form you said that they were."
After indicating that he proposed to take no action regarding the two vehicles that were being used, Mr. Muir said that he considered there had been no real attempt to deceive. Mr. Garrett had behaved, at the very least, very carelessly in the matter. He proposed to take no' further action except to remove the seven vehicles.
Before closing the hearing, Mr. Muir said that he had made a careful examination of the matter and was 'satisfied that none of the clerks in his office, had they been appraised of the circumstances, would have given the answer that was alleged to have been given to the company over the telephone.
