Which of the following most accurately describes the problem?

DRITISH ROAD SERVICES, (PICKFORDS) LTD., was given permission to re-base three of its A-licensed tankers in the North Western area by the North Western deputy Licensing Authority, Mr. A. H. Jolliffe, on Friday, following a change in the source of supply of traffic for the Regent Oil Co. Ltd.

Mr. A. Babe, for Pickfords, said that the tankers had been based in the Metropolitan area for a year and had been carrying fuel oil for the Regent Oil Co. Ltd. However, this traffic was moved from the south to the north and the applicant wanted to re-base its vehicles at its Liverpool depot.

Mr. F. W. Davies, of Pickfords, stated that the company had 51 vehicles based at Liverpool and these would be unable to cope with extra work. Earning figures of this fleet were produced. The tankers had been earning about £4,000 per vehicle, per year, when in the Metropolitan area.
