Which of the following most accurately describes the problem?

• A new code of practice for dealing with road accidents involving dangerous chemicals and toxic substances is being urged on the Government by Mr John Sutcliffe. Conservative MP for Middlesbrough West.

He wants Mr John Peyton, Minister for Transport Industries, to ensure that every local authority, fire services and the police are warned in advance when hazardous loads are routed through their areas.

Mr Sutcliffe said present procedures were

haphazard. -There is a grave danger of these substances spilling without anybody, not even the drivers of vehicles concerned, knowing how to deal with them,he said.

When dangerous substances were being carried the appropriate authorities should be notified of the nature of the cargo and given detailed instructions for dealing with any emergency resulting from spillage, he said. "It is a question of proper communications," Mr Sutcliffe added.
