Which of the following most accurately describes the problem?

• At its meetings in Brussels this month the transport committee of the European Parliament, disappointed by the slow progress in the transport sector, agreed to draw up a list of subjects for priority discussion by the Council of Ministers. One of the chairmen at the meetings was M. Albert Coppe, Commission member for transport, who stressed that the Commission would prefer to see the implementation of a five-year plan aimed at achieving a common transport policy.

M. Copp& said the Commission saw as priority factors a decision on the weights and dimensions of commercial vehicles; the immobilization of inland waterway navigation; and safety in road transport. The Commission, he said, hoped to make proposals on the last point within a month.
