Which of the following most accurately describes the problem?

• The EEC Commission proposes to submit a programme shortly for Community action on air pollution by motor vehicles. The aim is to achieve maximum possible standardization of national legislation. One result may be an extension of the directive of March 20 1970 which laid down the maximum permissible limits for carbon monoxide, unburnt hydrocarbons and other pollutants in vehicle exhausts.

The legislation is likely to affect petrol engines more than diesels.
