Which of the following most accurately describes the problem?

• From April 1 this year West Germany is increasing the tax on goods vehicles over 12 tons gross as part of a plan to raise more money for roadbuilding. There will be a general increase in fuel tax on transport, of 0.04Dm per litre, and threequarters of the revenues from this will go towards local improvements, the other quarter being spent on major national routes.

Commenting on the proposed legislation, the EEC Commission has given guarded approval, but has said it would have preferred the vehicle tax not to be confined to goods vehicles over 12 tons. However, it approves the principle of using road vehicle taxes to "improve the infrastructure."
