Which of the following most accurately describes the problem?

TĀ°permit new tractive units to operate with "old" semi-trailers. the Ministry of Transport is prepared to amend the proposed braking regulations (planned to become effective from January I, next year). Amendments would relieve these "mixed-age" outfits from the need to meet the standards laid down for new vehicles. Instead, they would have to conform with the standards proposed for existing vehicles.

This concession was reported to last month's meeting of the RHA highways and vehicles committee, which was also told that the Ministry had fixed the sites of its goods vehicle testing stations and some were expected to be operational within two years.
