Which of the following most accurately describes the problem?

FINANCIAL savings and proceeds of the sales of surplus assets will more than cover the inm. paid in compensation to redundant Ulster Transport Authority employees, the Minister of Development, Mr. Craig, has announced in the Ulster Commons.

Mr. Craig's request for an additional L2-11n. for the UTA was also approved after the House gave a second reading to the Transport Bill, the main purpose of which is the introduction of a system of licensing to provide competitive road haulage. As the result of efficiency measures there had been substantial reductions in railway losses, Mr. Craig told the house. The serious trend in bus losses had been arrested and the Authority had entered into equal partnership with the British Transport Holding Company in the operation of Northern Ireland Carriers Ltd.

The new company had paid the Authority 050,000 in respect of new vehicles acquired and the whole picture as regards revenue had substantially altered for the better.
