Which of the following most accurately describes the problem?

THIRTEEN of the 17 operators who applied for services to Butlin's Holiday Camp at Pwllheli, following the closure of a through rail link, were granted facilities by the North Western Traffic Commissioners last week. Decisions in principle were given immediately, in broad terms, so that successful applicants could proceed to advertise their summer facilities.

The Commissioners considered this was essentially an express carriage operation, where regularity of service every Saturday would be of the greatest benefit to potential travellers. It was not a demand that could be met, basically, by excursions and tours operators, and any grants to the latter were

confined to operations during holiday weeks for their particular areas.

Because of the fares anomalies noted, operators were given 14 days to agree on a fares structure, and if no agreed formula were submitted the Commissioners would determine the fares. These, it was suggested, should be a little lower than excursions and tours fares.

In view of the complex situation presented by the many applications, the Commissioners reserved their decision regarding various vehicle allowances, routes to be followed, and timetables. They felt that after consideration it might he found that some operating times were duplicated by various operators to the detriment of the travelling public.
