Which of the following most accurately describes the problem?

ALL three company operators and two of the 11 municipal undertakings concerned in providing transport in the Manchester area have voted against a proposal to set up a Joint operating company for the region.

However, at a meeting in Manchester on Friday, representatives of municipal bus undertakings in Manchester, Salford, Bolton, Oldham, Stockport, Rochdale, Bury, Leigh, Ashton, Ramsbottom and the SHMD board, with British Railways, North Western Road Car. Co. Ltd., Lancashire United Transport Ltd., and Ribble Motor Services Ltd., decided, by a majority vote,

to set up a study group to plan a co-ordinated transport system throughout the Greater Manchester area.

Bolton and Salford municipal transport departments are said to have joined the private operators in opposing the plans for a joint controlling body.

All those present were in favour of close co-operation, but the minority did not want the joint body to have control of transport throughout the area.

All 15 concerns will, however, be invited to send representatives to sit on the study group.
