Which of the following most accurately describes the problem?

ahe sight of a refuse truck on our roads is something that we very much take for granted. Not so in the town of Kljuc in Boznia Herzegovina, where they have not had a refuse collection service for more than five years. This exStirling council truck, a five-year-old Dennis Eagle, took seven days to complete the 1600-mile journey. Kljuc's deputy mayor Marimar Fillipovic says: "The collection of rubbish is something you take for granted until it stops. This gift will help us to restart a normal service again." Kljuc council approached the humanitarian charity Edinburgh Direct Aid with their request for a bin lorry, and with perfect timing Sterling council was just at that moment replacing its fleet. And do you know something, the next time I'm woken by binmen at 6am on a Monday morning, I shall think myself very lucky.
