Which of the following most accurately describes the problem?

• The First HGV has been clamped as part of the DVLA`s wheelclamping campaign to catch road tax dodgers. The two-axle rigid, which had been unlicensed for five months, was clamped in Barnet on 5 November. The clamp was released on receipt of the £68 declamping fee and a £250 surely was paid until the owner produced a valid tax disc. Truck operators can face fines of up to £20,000 if they do not have a valid tax disc.

The National Wheelclamping Scheme began on 18 August in London. It was extended to the north-west of England in November and will cover the whole country by autumn 1998.
