Which of the following most accurately describes the problem?

PERMISSION to run more tours from Scunthorpe, Cleethorpes, Louth, Boston and •Sleaford next year has been granted to the Lincolnshire Road Car Co., Ltd. Their application to run tours from Newark has been refused, and only two of the four tours proposed from Grantham have been allowed.

The company's applications were heard by the. East Midland Traffic Commissioners in October. The ,company proposed to run four new holiday excursions to South and MitFWales, . London, the south coast resorts and Isle of Wight, Scotland, and Devon and Cornwall.

Mr. C. R. Hodgson, chairman, said that the grant from Lincolnshire and Scunthorpe would provide a good basis for the provision of a greater variety of extended tours from the sparsely populated areas of Lincolnshire. The Newark, Grantham and Retford starting points were borderline cases, and the Commissioners considered that other operators had built up considerable goodwill and extended-tours traffic from Newark.

The Commissioners decided to allow two tours in respect of Grantham.
