Which of the following most accurately describes the problem?

VOSA could close all its regional Traffic Area Offices (TAO) from March 2006, CMunderstands.

The move, which would pave the way for the introduction of a single UK-wide traffic area, would see the majority of TAO functions move to VOSA offices in Leeds.

However, it is believed that VOSA would continue to run a number of satellite offices containing the Traffic Commissioners, their immediate staff and public inquiryteams.

VOSA says that there may be restructuring, but it denies that any decision has been taken.
