Which of the following most accurately describes the problem?

TO HELP operators reduce the threat of load-shedding on heavy goods vehicles the British Standards Institution has updated its previous BS5759 guide to webbing restraints with a new specification, BS6451, which covers netting made of fibre rope, cord or woven webbing, as well as fibre rope lashings.

The previous BS5759 standard introduced in 1979 dealt with webbing assemblies with D rings at one end and a ratchet tensioning device at the other.

The new 8S6451 standard, however, covers restraints normally passed over or around a load, secured manually with tension depending on the driver's bodyweight.

BS6451 includes a simple test for netting, and a system of marking is specified for each part of the assembly including manufacturing details and the relevant "rated assembly strength" (also known as "safe working load").

Additional data is provided on the condition and application of lashings, and on the differing properties of suitable materials.

Meanwhile, the Department of Transport's updated code of practice on load restraints is nearing completion. A spokesman told CM that it was likely to be ready by the end of this month.
