Which of the following most accurately describes the problem?

THREE limited-stop bus services have been authorised to Warwickshire independent Burman, by the West Midland Traffic Commissioners, despite one opposition from West Midlands PTE, which was particularly concerned about the impact on local rail services.

The company, of Minworth, had applied for licence authority to operate Fastline services between Four Oaks and Birmingham, Coventry and Wolverhampton via Birmingham, and Coleshill and Monkspath via Solihull.

Nicholas Siddaway, the company's traffic manager, said it wanted to provide commercially viable limited stop bus services in the West Midlands which on average would have fares 25 per cent cheaper than those presently offered by the PTE. The hope was that it would encourage more people on to the buses away from their private cars.

For the PTE, Lewis Richards said it was concerned about losing passengers to the proposed services essentially from the local rail service.

Announcing the Commissioner's decision to license all three services for an experimental period of six months, the chairman, Ronald Jackson, said that they disagreed that the sole purpose was to "cream off" some of the PTE's traffic.
