Which of the following most accurately describes the problem?

• The RHA would welcome a system of presenting accounts to firms in respect of usage of the Mersey Tunnels, Merseyside Chamber of Commerce and industry transport committee was told.

The committee has sought the views of members of the RHA and the PTA on concessionary tolls for intensive commercial vehicle users of the tunnels.

RHA officers suggested that the idea of levying different tolls for laden and unladen vehicles was impractical because there could be differences of opinion on whether pallet boards, sheets and skids would be deemed to constitute a load. In addition, checks on covered lorries would be time-consuming.

The committee felt that since the Tunnel Committee had offered to negotiate on this point it should not be abandoned since any concession would be welcome.
