Which of the following most accurately describes the problem?

• German haulage giant Willi Betz has pleaded guilty to overloading al0-tonne antic by over 11%.

Terry Skiba, prosecuting on behalf of the Vehicle Inspectorate, told Southampton magistrates that at a weight check in Southampton the drive axle of the Mercedes-Benz Actros was found to weigh 12,770kg. an overload of 11.1%; and the two-axle tractive unit weighed 20,120kg, an overload of 11.8%.

The Bulgarian driver. Vladimir Popov, had produced documentation showing the vehicle was being operated on an ECMT permit issued to Azerbaijan Truck Expedition of Baku; an Azerbaijani subsidiary of Betz.

Betz offered no mitigation in a letter entering guilty pleas on behalf of both Azerbaijan Truck Expedition and Popov.

The court fined ATE £250 with £85 costs for the gross overload; Popov was fined £80 with £70 costs. No separate penalty was imposed for the axle overload.

This is the second time that Willi Betz has been fined for overloading recently; last May the firm was fined £1,000 with 185 costs for overloading a tractor by more than 20%.

A spokesman for Betz declined to comment on the incident.
