Which of the following most accurately describes the problem?

• Merthyr Crown Court has dismissed an appeal against a £1,500 fine imposed for faulty brakes on a single-decker involved in a crash which left nine people injured, calling it "sheer effrontery".

Shamrock Private Hire (Newport), run by Clayton Jones, put the bus on the road with defective brakes. It crashed into a stationary minibus on a steep hill in Ynyshir, pushing it more than 100ft and forcing it to collide with a lampost and a house. It then careered into a lorry and virtually destroyed the local library.

Neil Bidder, for the company, said that the bus had passed its MoT only two months before the accident and the vehicle was only 30 months old.

Shamrock was ordered to pay £170 towards the prosecution's appeal costs.
