Which of the following most accurately describes the problem?

stated that transport managers need to be in their post since December 31, 1974, before exemption from gaining a qualification can be claimed. Could you state the source of this stipulation?

.4 Authority for this statement can be found in the official Journal of the European Communities No L 308/ 18 dated 19 November 1974. This clause is found in Article 5, paragraph 1 and 2. The publication can be obtained from HMSO. The same statement is made in the EEC Council Directive of November 12, 1974 entitled "Admission to the occupation of road haulage operator in national and international transport operations "—Article 5 paragraph 1 and 2.

From the wording It is difficult to decide whether the paragraphs mean exactly the same job in this threeyear period. It can, however, be presumed that a similar management post in this period would be permitted provided that the manager has been in all cases, "designated continuously and effectively to manage the transport operations of the undertaking." (Article 5, paragraph 2).
