Which of the following most accurately describes the problem?

MOST CHILDREN'S fares in South Yorkshire have been cut as part of the county council's policy to standardise fares and concessions.

Fares for children aged 5 to 15 (and scholars up to 17) now increase in steps of 2p from a 2p minimum. For adult fares up to 12p the child's fare equivalent journey fare is 2p; for adult fares up to 20p the child's fare is 4p; and for adult fares up to 30p the child's fare is 6p, etc.
