Which of the following most accurately describes the problem?

AN 0-LICENCE application has been rejected because it was an attempt to get around the rules by two associated companies.

West Midlands Deputy Traffic Commissioner Lester Maddrell refused the application for a new three-vehicle 0-licence made by Kingswinford-based Meadowdale Homes on the grounds that it was designed to get around the refusal of an 0-licence application made by Oakham Environmental Waste & Recycling Centre. Meadowdale failed to attend the public inquiry in Birmingham.

The DTC said that one of Oakham's directors was Alan Smithyman, the father of Ben Smithyman. who was the director of Meadowdale.

When the latter was phoned May, it became abundantly clear that it was not him, but his father who was behind the application.

Phone calls since made to both in landline numbers associated with the application met with the 'discontinued' tone and a call to the mobile phone number given went unanswered.

Meadowdale was incorporated in 2004. In April 2008. Oakham applied for an 0-licence for 10 vehicles. In September 2008, that application was refused on grounds of fitness. On 12 October 2008, 26 days after the Oakham public inquiry, Meadowdale Homes signed its application and applied for an interim licence.

The same operating centre that was mentioned in the application made by Oakham was nominated, and one of the vehicles was the same on both applications.

On 29 October 2008, the company was told its interim licence had not been granted and was warned about illegal operations.

The DTC was not prepared to accept the contents of the application form and its supporting documents as bona fide.
