Which of the following most accurately describes the problem?

• Oxfordshire hauliers could soon be faced with 30mph speed limits on

all country lanes in the south of the county following local residents' pleas for safer roads.

The blanket speed limit is currently under consultation, says Oxfordshire City Council: it could come into effect from the end of November.

Ann Mortlock, the council's road safety and "TravelWise" officer, says casualties on rural roads in the area have risen for two years running because HGVs and local cars are going too fast. "We are under great demand from residents in these villages who are very concerned," she adds.

If the 30mph limit is approved in south Oxfordshire, Mortlock predicts that it will be extended to other areas.
