Which of the following most accurately describes the problem?

• Two Vehicle Inspectorate annual testers are due to appear next week at Grays magistrates court accused of corruption. Richard Davey and Brian Sinfield are summonsed to appear on 18 September along with Alfred Wilsher, who presented vehicles on behalf of hauliers.

All three will answer summonses for alleged corruption between 31 December 1994 and 14 November 1997. The case follows a raid by Essex police and the VI on Purfleet HGV test station in November 1997, when the two testers were arrested on suspicion of issuing operators with fraudulent annual test certificates. The third man was also arrested.
