Which of the following most accurately describes the problem?

so A police-specification Vauxhall Vivaro is being trialled by police fleets around the country for prisoner transport.

Forces including Thames Valley, City of London and West Mercia already have demonstrators: Derbyshire is among other fleets which will follow suit.

Thames Valley fleet operations manager Dave McDonald says his force now plans to replace its LDV Cub vans with Vivaros as replacement becomes due. Thames Valley runs 10 LOVs. The police-spec Vivaro is available with two diesel engines: the 1.9Di, developing 81hp; and the 1.904 with 99hp. It is based on the high-payload 2,900kg model.

Mods include a two-person cell, an extra row of three Seats behind the driver's seat, and windows in the nearside sliding door and corresponding offside panel.

It also has a heavy-duty alternator and battery, additional eight-way fuse box and driver protection screen.
