EEC PROVISIONS for licensing transport managers should apply only to hauliers and not to own-account operators. This is the view of the Road Haulage Association in a memorandum published this week on a consultation document on the subject from the DoE (CM September 5).

The RHA line strongly supports that expressed by the Freight Transport Association, which has flatly opposed the suggestion that own-account managers should be included in an examinations scheme as part of transport managers' licensing.

In view of its rejection of the Wells report on improving standards in the haulage industry (CM last week), the RHA's principal reason for supporting TMLs for hauliers is significant. Its memorandum says that it is a matter of
