Which of the following most accurately describes the problem?

Millard has been in the business for more than 50 years. A specialist mover of classic trucks, coaches and other prized vehicles, he predicts many firms will hold on to trucks for longer, partly because of the pending digital revolution and partly because of the reduced fuel efficiency of new engines under EU emissions protocols.

Millard has a 10-year-old truck that serves him well and he has no plans to replace it.

"Euro-3 and 4 engines are not doing very well on fuel. From what I've heard companies are going to hang on to vehicles for longer," he says.

"Another question is whether owner-drivers who do their own fitting will have to have twc cards one as a driver and one as a fitter, There are an awful lot of questions that are still to be answered."
