Anthony Ostrin, prosecuting for VOSA, said traffic examiner Anne Webb had checked a vehicle operated byTaylor loaded with concrete residue. The 0-licence identity disc appeared to he still in force.

However, Webb made enquiries with the Eastern Traffic Area and discovered that Taylor's 0-licence had been revoked by the Traffic Commissioner and that she was currently disqualified from holding or obtaining an 0-licence.
