Which of the following most accurately describes the problem?

The FTA says the IV42 overtaking ban amounts to victimisation of operators. David Harris reports.

A BAN ON 1 RUCKS overtaking on a Midlands motorway has been condemned by the Freight Transport Association (FTA) as victimisation of hauliers.

The FTA says the ban, on a section of the M42 between Junction 10 (Tamworth) and Junction 11 (Appleby Magna), places an "unfair burden on the essential movement of freight". it alleges the ban is designed to cut congestion for cars at the expense of trucks.

The association has met the Highways Agency to discuss the ban. It wants the agency to consider "more imaginative" solutions to congestion, such as a crawler lane on the hard shoulder. Stephen Kelly, FTA head of policy for the Midlands, adds: -CVs are the lifeblood of the economy and their operation should be made easier and more economic, not the reverse.

"The penalisation of essential freight movements, particularly on a key trade route such as the M42, is a very sad reflection on the way the UK motorway network has failed to keep pace with the growth of the economy."

The FTA is also unhappy that several fixed-penalty fines have already been imposed on truck drivers — it has asked for assurances that foreign drivers will be treated in the same way.
