THE FREIG111-1ransport Association wants a review of parking enforcement in London; it claims collection and delivery vehicles are seen as a soft target for fines.

Louisa Perry, FTA London regional policy manager, says the code of practice takes no account of the way drivers are increasingly expected to make multiple drops and pick-ups without a mate.

She adds that the current 20minute limit for loading and unloading is often insufficient.

A spokesman for the Association of London Government, which represents London's 33 councils, says the code is currently being reviewed for the first time since 1994 and the FTA's views will be taken into account.

• More than 90% of foreign drivers who park illegally in London escape paying fines because it is too difficult to face them.

Research commissioned by the A LG reveals the amount of unpaid parking fines issued to foreigners topped f12m last year.
