Which of the following most accurately describes the problem?

Mr. Squibb, the Tribunal president, suggested that Allan might well make a fresh application for a new A licence, but Mr. Wardlaw urged the value of Tribunal guidance on the subject and suggested. that the ,Tribunal should either grant a short-term licence or direct that such a. licence be granted. Mr. Squibb questioned whether the Tribunal had such powers.

Giving the Tribunal's decision. Mr. Squibb said: "The position in which we now find ourselves is that, of the four applications made by the appellant, two related. to licences which have now expired. It is not now possible for any grant to be made to the appellant in respect of this application. If the appellant wishes to pursue the question as to whether they ought to have a licence to enable them to do the work which Mr. Wood was licensed to do in the two licences in question; then it is open to them to make applications which will have to be considered on their merits. So far as the remaining A and B licences are concerned, We have come to the conclusion that, on-the evidence of the extent of Mr. Wood's business during the period from March, 1962, to June, 1962, there is sufficient material to justify the grant to the appellant of licences in respect of three vehicles."

To that extent, said Mr. Squibb, the appeal was allowed.
