Which of the following most accurately describes the problem?

AN IN-DEPTH examination of Leyland Vehicles to set it on the path to success and EEC policy on the commercial vehicle manufacturing industry are called for by the Trades Union Congress in a report.

The report, prepared for a union conference on March 30, states that Leyland Vehicles could increase production by public procurement and public expenditure. This would help combat the adverse effects of low demand and the low value of the pound.

The study looks at particular problems of Leyland Vehicles and endorses some of the proposals of a shop stewards' committee report several years ago.

The report looks at other manufacturers and welcomes Ford and General Motors' commitment to the UK market. Both manufacturers have higher profiles in the UK than in Europe, although the TUC says it is worried that they might start importing cheaper components from Europe instead of buying British.
