Which of the following most accurately describes the problem?

Thanks to a donation by the Historic Commercial Vehicle Society Council of Management, the British Commercial Vehicle Museum is able to continuo its conservation work on its glass plate negatives collection. The Society bought 10,000 acid-free folders, which are essential for storing the negatives if they are to be preserved for generations to come. Cordon Baron, chairman of the Friends of the Museum in Leyland, Lanes, says: "I feel sure that with this donation we may be able to encourage other bodies to help in a similar way. It is only when a body such as the HOS recognises the importance of a collection like ours that other people sit up and take notice.'' One of the exhibits in the museum's collection is the HCVS 1919 Leyland "Chivers" box van that took part in the inaugural London to Brighton run in 1962. Of course the Hawk was there that day, with his Thermos and his sarnies, cheering from the roadside. Do you know there's some that say that he should be preserved for the generations to come. Or I presume that's what they mean when they say 'Oct stuffed!"...
