Which of the following most accurately describes the problem?

• Hopes are rising that the i)epartment of Transport is about to simplify rules that require vehicle modification when replating, following a meeting with the Road Haulage Association this week. The DOT has agreed to examine current practice which forces hauliers to weaken some vehicles through modification when downplating.

The RHA argues that as long as a new plated weight is kept within the vehicle's design weight, the Government should drop the requirement to modify the vehicle.

The association claims the problem is worst with downplated 32-tonne eight-leggers, fouraxle artics and three-axle rigids.
