• Cabotage has been postponed yet again this week because EC transport ministers have failed to agree on the form of truck taxation that needs to be introduced to ensure fiscal harmonisation across the member states.
The delay centres on the type of windscreen sticker that should be introduced: ministers cannot decide whether it should be national, regional or panEuropean.
In the past Germany has been largely responsible for blocking moves towards cabotage pending a solution to the problem of vehicle tax. But now the Dutch and Belgian transport ministers fear that their national Parliaments will reject windscreen sticker schemes.
