Which of the following most accurately describes the problem?

• The seven-vehicle licence held by Coventry civil engineers Quayport was revoked after the Road Haulage Association complained that three of the company's vehicles were being operated without current vehicle excise licences.

The company failed to appear at a Birmingham disciplinary inquiry. It was directed that should any person connected with Quayport seek a further licence in the future, such application would be thoroughly investigated at a public inquiry. North Western Traffic Commissioner John Mervyn Pugh said that an investigation started following the RHA's letter of complaint last September. A traffic examiner had reported that the company had gone into liquidation and the DVLA had indicated that its records showed that the ownership of the vehicles had changed to other people.

Pugh made a point of thanking the RHA for reporting their observations.
