Which of the following most accurately describes the problem?

There is a long and firmly held belief among many transport people that the driving test and the hgv driving test are too easy. The questions they raise are pertinent. Why should someone trained on a Mini during the daylight hours of summer in a remote area of Wales be allowed -to drive a vehicle of 7.5 tons in congested Central London, fast-moving motorways or in Europe through the night in blinding snow?

Extreme examples, perhaps, but there are less extreme cases which demand attention. The Health and Safety at Work Act requires employers to provide proper first-aid facilities at the place of work.

How many vehicles are equipped with proper first-aid facilities, and of those so equipped how many drivers are skilled in basic first-aid? In some European countries it is part of the driving test requirement to prove first-aid ability. It could, some say should, happen here. Is this an aspect of driving which the RT1TB might consider comes within its terms of reference?
