Which of the following most accurately describes the problem?

TN an effort to meet rising costs. Hull Corporation has pruned timetables for six Corporation bus routes serving North Hull. They are services 13, 15, 17, 18, 22 and 23 and the cuts became operative on Suriglay. Service 23 from the city centre to Ferens Avenue, Cottingham Road, via Spring Bank West and Chanterlands Avenue, has been withdrawn except for certain peakhour journeys catering for schools and the University. In the case of the other five the pruning is fairly light and the corporation is confident there will not be undue inconvenience to the public.

Many of the North Hull buses have been carrying less than half a dozen passengers on each journey.
