Which of the following most accurately describes the problem?

AT application by J. R. Taylor and Son, of Penrith, Cumberland, for a B-to-A switch for two tippers was granted last week by the Northern Licensing Authority, Mr. J. A. T. Hanlon.

Mr. T. S. Taylor said the purpose of the application was to prevent vehicles covering long distances returning empty after carrying timber to the Midlands and Wales and to improve the service he could give to his established customers.

At the same hearing, T. Bentley and Sons, of Shap, Penrith, were granted a B variation for two tippers. Mr. Bentley was a coal merchant who sometimes helped his son by taking loads. If the terms of the licence were changed, he said, he could be much more useful to his son.
