Which of the following most accurately describes the problem?

MEMBERS of the Road Haulage

Association are being advised to open negotiations with their customers immediately for rates increases. These are made necessary by increased costs, which range up to 9 per cent according to individual circumstances. The suggested date for the increase to take effect is July 10.

A conclusion on these lines was reached at a meeting of the association's rates committee in London on Wednesday. In their opinion the maximum increase will be needed by certain specialist operators, particularly those whose costs have an unusually large labour content and who are subject to urban congestion, terminal delays or other special factors.

The committee particularly had in mind an increase in wages which is to take effect on June 15.
