Which of the following most accurately describes the problem?

.DOUGLAS CORPORATION has Lai won the first round in a dispute with Isle of Man Road Services, Ltd., in seeking power to apply for licences to operate buses in an area of two miles outside the borough boundaries.

The House of Keys has given a second reading to a Bill to give the corporation enabling powers, after the proposal had been strenuously opposed by the Isle of Man Road Services, Ltd., Isle of Man Railway, Manx Electric Railway, Ltd., and the Isle of Map Hackney Owners' Association.

• Mr. E. W. Fargher, for Douglas Corporation, said that the municipality was not seeking to compete with existing operators or with the hackney trade, but was concerned only with giving a sufficient service just outside the boundaries of the town. No big steps could be taken to improve the Douglas bus services to the outlying parts of the town until the Bill was passed. The corporation had tried to meet 1.0.M.R.S. on • . the question of joint operation, but every overture had been rejected.

Mr. B. W. McPherson, for the company objectors, said that the principle had been laid down that if an existing service were inadequate, the existing operator must have the first opportunity of supplementing his service before a new operator received a licence. The Manx Electric Railway would faee ruin if there were seridus competition with its service between Douglas and Groudle, on which it operated 140 cars a day during the season.

Further consideration of the Bill will be resumed at the next sitting of the House of Keys.

FILM BACKS ROAD CAMPAIGN

AFILM which, says the British Road Federation, "tells the tragic story of what happened to an innocent motorist —it might be anyone—hurrying through present-day traffic to keep a business appointment," has just been completed for the B.R.F. It is entitled "One Way Only" and is the latest development in the Federation's campaign for modern roads.

It runs for 20 minutes and will first be shown at the Federation's annual general meeting. It is hoped that the film will be widely exhibited throughout the country.
