Which of the following most accurately describes the problem?

THE 28th international Congress of the HE Union of Public Transport being held at Stockholm from June 6-11 is particularly noteworthy, by reason of the high quality of the papers being presented.

The first was read by Mr. V. W. Pilkington, director of engineering, Leyland Motors, Ltd. His subject was "Power Installations for Public Service Vehicles."

The next paper, " The Relationship of Buses, Trolleybuses, Trait:Kars and Underground Railways in Urban Transport" was given by Mr. J. Courson, Chef do Service Commercial de fa Regie Autonome des Transports Parislens. The lost paper, " The Design of Rolling Stock for Rapid Services— Speedy Fare Collection and Reduced Occupation of Road Surface," was prepared from an enormous amount of material by Mr. Nyst, Directeur General de In S.A. les Tramways Unifies de Liege et Extensions, in respect of troffeybuses and Mr. Daubresse, Ingenieur Principal a to Societe Nationale des Chemins de Fer Vicinaux (Belgium) and Mr. Dehon, Ingenieur Principal a PElectrorail (Belgium). ,,for motorbuses.

To this was added a principal report and conclusions by Mr. C. Hormel, Administrateur ' Delegue de la S.A. let Tramways Unifies de Liege and Mr. J. G. J. C. Nieuwenhuis, President de l'Union Neerlandaise des Transports en Commit, (Holland).
