Which of the following most accurately describes the problem?

TRANSPORT Under Secretary Lynda Chalker and a rail-into-roads theorist are to speak at this year's Road Haulage Association conference at Torquay.

Mrs Chalker will speak at the business luncheon at the conference, which runs from October 9 to 11. The anti-rail speaker is Angus Dalgleish, who has gone on record as saying that roads built out of railways could handle lorries with very much higher gross weight limits than those which apply on public roads.

The RHA is also planning a second Blackpool weekend workshop, on September 3 to 5, when manufacturers will contribute towards a business session sandwiched between the attractions of the Lancashire holiday resort. There will be speakers from Sandbach Engineering, Rolls-Royce, and Eaton Truck Components.
