Which of the following most accurately describes the problem?

THE Minister of Transport is getting

in touch with the local authorities concerned to see if he can reach agreement with them about what amendments of the law are required to secure that their powers to grant travel concessions are not eroded.

This development in the battle of concessionary 'fares came in the Commons this week when Mr. Marples was questioned about the an om ol ics which arose under the 1955 Act.

Subject to reaching a satisfactory agreement on these lines with the local authorities concerned, it was the Government's intention to introduce the necessary legislation next session. This means the campaigners for concessionary fares are in sight of at least partial victory, for even if the Labour Party is in power in the next Parliament, its leaders have promised to take action.
