Which of the following most accurately describes the problem?

THERE is little doubt that there is considerable concern amongst operators whenever the subject of braking efficiencies is discussed, particularly that of handbrakes. This was once again shown to be true last week in Birmingham when an open meeting of the West Midlands Maintenance Advisory Committee for Goods Vehicles attracted an attendance of some 150 people.

Operators are rightly concerned at the probal:Fility of minimum braking standards being imposed when there are instances of brandnew vehicles going into service with handbrakes that have no hope of achieving the 25 per cent efficiency that is being mooted. At the meeting one operator quoted a new vehicle of which he took delivery which recorded 012g on the handbrake. In fact, a panel (on which The Commercial Motor was represented) felt impelled at one point to recommend the fitting of air-pressure boosters to achieve a better handbrake efficiency.

Blame for unsatisfactory performance will inevitably fall on operators, and this is not fair in relation to some models as designed. The blame for inadequate design (where it occurs) must rest equally' with the Ministry of Transport for not laying down precise regulations and the Society of Motor Manufacturers and Traders for not pursuing this vexatious matter to a satisfactory conclusion. The operator cannot be held responsible for design, though he must face up to responsibility for proper operation.

One thing which would solve this indecision on the part of manufacturers as to whether a handbrake is a parking or a stopping device would be to legalize a third braking system. Then two could retard the vehicle's progress and one could hold it when stopped.
