Which of the following most accurately describes the problem?

I N connection with its "Help Your Neighbour" campaign the Tractor Users' Association is launching a new scheme having as its object the efficient organizing of this year's harvest work, It comprises, so far as is practicable, the provision of a notice bill in every rural parish in the country, on which, on the one hand, individuals can set down particulars of work for which they need help and, on the other, details of machines available for work outside the owners' farms.

By selecting the rural parish as a unit, it has been possible to distribute the notice bills to a person of standing in each area—a man who is able to make provision for its posting up in a suitable place. The T.U.A. has, in fact, sought the assistance of the clergy in charge of the parish churches, as • being the representatives of a State organization to be found in all country districts, and it has felt that they will regard the movement in its true light as a task of national importance. It is a commendable scheme, deserving of every support. •
