Which of the following most accurately describes the problem?

DELAYS in the settlement of accounts for casual haulage on tonnage or job rates have resulted in the suggestion being made to the Mihistry of War Transport that the decentralization of payment offices might provide the remedy. Since the matter was

• first raised there have been improvements. The Ministry's comment on • the proposal, which comes from Liverpool, is that delays have, to a large extent, been caused by omissions and errors in invoices and statements rendered bY carriers. It is contended that the system at present in operatiOn should involve the least possible waste of man-power.

It was not considered that the addition to staff, which would be necessitated by the localization of payment offices, was justified, nor was it considered that such an arrangement would shorten the period between the rendering of accounts and the receiving of payments. Special arrangements were being made to deal with payments under emergency conditions which might interfere with the present system.

The views of the area Standing Joint Committee in this connection are being ascertained.
