Which of the following most accurately describes the problem?

THE North Midland Regional Transport Commissioner, Mr. J. H. Stirk, has refused the appeal of the Co-operative Wholesale Society against increased charges for' the delivery of Derbyshire milk to depots in Sheffield and district. The case was brought under the Road Haulage and Hire (Charges) Order, 1942, and was heard in Nottingham. The respondents comprised a group of Derbyshire haulage contractors— Mr. W. Allsop, of IIazlewood; Messrs. Hodgkinson's, of Brassington;Mr. E. Redfern, of Wirksworth; Mr. Tom Smith, of Matlock; Mr. Les, Winder, of Belper, and Mr. J, Mellor, of Hognaston. Amounts in dispute came to .a total of £33 18s. 3d. a week, or £1,760 a year.

When the appeal opened, Mr.. Stirk explained that the appellant complained that lid. per gallon for haulage

was being charged, whereas it was contended that lid. was reasonable for delivery to Sheffield, and 1id. plus 10 per cent. to Rotherham.

The effect of the Commissionerets decision is to confirm the increased charge.
